Zordon would have no problem using Ryan. Ryan's guilt would have made sure he remained loyal to Zordon. Also the Lightspeed Rangers would have had secret idenities. Zordon would have been in control of Lightspeed instead of Hexagon anyway .

The real criminal was Diabolico. Who kidnapped Ryan and manipulated him. And also was trying tl destroy the cktyw of Mariner Bay.

There were probabky no laws he officially broke. And Lightspeed had the power to protect him.
