Another good question. Since we know Ninjor said the Ninja Powers were stronger and he clearly specialized in Ninja Power.

The Dino Powers were the first step. To get the actual Ninja Powers the holders of the coins needed to make it to his temple and prove their worth. Only then would he give them the Ninja Coins.

It feels like Dragonzord was created by someone else. They just found a way to combine the Dragonzord with the regular Dinozords.
