I wouldn't say Blue Ranger's have become just comic relief. Dax, Max, and Flynn have been used for comedy. But we have had a lot of serious Blue Rangers like TJ, Kai, Chad, Lucas, Tori, Sky, Madison, and Theo. And really I wouldn't call Flynn strictly comic relief. I didn't include Billy or Ethan because they we're clearly brainy characters (and not comic relief either)

I thought that green was the colour most used for comedy relief, considering RPM, MF and SPD...

I have to say I have two Favorite Blue Ranger one being the very 1st Blue Ranger Billy Cranston and the other being SPD Blue Ranger Sky Tate
