Its a mystery that has never been solved. Who is the Phantom Ranger? It was never made clear.

That was one of the reports that was claimed to be but whether it's true or not we'll never know since it was never stated in-show and the crew never put anything on paper regarding his identity.

Wasn't it the original plan for Phantom to be revealed in C2D ? With him played by a stuntman?

actually there were claims that he would be revealed in Countdown to Destruction Part 3 but the plans were scrapped because Fox Kids wouldn't allow them an extra episode in the order.

There are numerous times in the series where episodes are meant to be 2 parts but eventually it turns them into 3 parts because there's enough material to do so.

I don't think they ever really intended him to be anyone we knew. Maybe due to the lack of footage they had of him? Phantom Ranger was just a hero, very much like Trey.

It would have been cool if they went the Gold Ranger route and had Phantom transfer his powers to a human. They would have had to shoot more american scenes to use him more. Its a shame they never really used Phantom to his potential. Perhaps they just never had the chance. Their last chance to reveal his idenity was really during Space.

The Phantom just isn't that interesting to me. He was just a way to shoehorn in a sixth. He was mysterious for the shake of being mysterious. He really only was their to give the Rangers the Rescue Zords. They didn't have much to work with in the Sentai and this led to him being.an afterthought.

I think the Phantom Ranger was a sentient robot with Ranger Powers.
