Lokar sounded like Lord Zedd because of only 1 reason: Robert Axelrod. He provided the voice for both characters.

Yup, I just thought it was funny Lokar seemed like Rita's boss and they introduced Zedd a year later for the role full time. And the thing thats most ironic about it Robert voicing both.

It also could be that Lokar was a disguise for Zedd. We didn't see in his true form until the first episode of season 2. That what I think.;)

Zedd did have that disembodied look when he first appeared around the palace.
