It seems kinda odd that they were able to build Terra Venture so quickly. How if the world did they do it?

They were clearly writing it like it was the future. But with Lightspeed that was dropped and it was all retconned.

I always thought KO 35's people helped Earth build it. The people of Earth wanted to see.the stars after Countdown.

Galaxy is where PR just got too unbelievable. Nothing stupid like this would have happened in MMPR. This is when I knew all hope for a return to the MMPR days was over.

Terra Venture was probably in development for decades. Who knows maybe Zordon was indirectly involved. I would assume Nasada was. And they seemed to know more about what was going on then they let on.

exactly since Norquist had recognized the name of the planet called Eltar which would indicate that he knew Zordon somehow and he somehow had a way to get in contact with the Astro Megaship knowing that the Power Rangers would be on the Megaship.
