My answer is that:

Sky's dad is so similar in DNA to Alex that he can use it
SPD violated the morpher and altered the the DNA lock thing
SPD created a special morpher that looks like a Chrono Morpher, produces a Power Ranger suit similar to Time Force Red but not is not the real thing

Are all equally plausible.
