No, Wes is not Sky's Father, because them not sharing the same last name (Wes Collins, Sky Tate) even though that doesn't necessarily mean anything it was just a case of the production team cutting corners by trying to save money and therefore they just opted to reuse the Red Time Force Ranger suit and just pasted the S.P.D. badge on him.
Basically it was much like what they did with the A-Squad Rangers since they reused the Space helmets for the A-Squad helmets and repainted Black's from black to green, they were just being more lazy about the original Red S.P.D. Ranger suit. I do think they should've added a bit more to the suit to signify that it wasn't meant to be the same Time Force suit... like I don't know perhaps add some armor to it... not armor like the A-Squad's but armor along the lines of... I don't know... perhaps probably like the armor that the Red Armored Power Ranger wore?
