It was odd how they never address the Zeo Powers in Turbo and they suddenly show up in FR.

There had to be an off screen reason that there's lost the Zeo Powers. Or discarded them ( which is probably a more accurate term in this case. )

The Zeo Powers were never lost before the team up...Just discontinued for whatever reason. Tommy did lose the Zeo Powers sometime after "Forever Red".

Well, according to Wikiranger.com, "Amit Bhaumik says, "My memory is a little fuzzy on the details, but the short of it is Tommy, between leaving in Turbo and reappearing in Forever Red, goes to Zordon's homeworld of Eltar around Lost Galaxy/Lightspeed Rescue timewise. There he finds the remains of Alpha 5 and takes him to be rebuilt as Alpha 7 (the one you saw in Forever Red). He also uncovers the source of Zordon's powers and restores the Red Zeo Crystal giving him his Zeo powers back. Some time around then he restores Jason's power coin."

There's your answer.

I always assumed Tommy spent his post Turbo days finding a way to restore old powers and just keeping tabs on all the active Rangers. Especially once he got word or the Machine General's plans. Andros and Tommy were on to them long before FR. It was just a matter of win. Andros was the one in charge of keeping an eye out.

I wondered this myself. Best guess is that Tommy just got ahold of the Zeo Crystal again.
