The letter was a fake. Kimberly would never break up with Tommy and especially not like that. Kat wrote the letter to break them up so she could have Tommy all to herself. She made sure Heather would dump him. She knew if she gave her a dinner date Tommy would likely get called away on Ranger Business. And that would have been the final straw for Heather. She just had to wait for Tommy to make the first move so he didn't catch on to her evil scheme's. Even though I dislike the character for breaking up my dream couple, I have to admit she was a pretty crafty schemer. With the way she fooled the Rangers under "Rita's Spell"...And then fooled them into trusting her again.
