Besides, I'm even surprised that they managed to keep the CC set on the show for as long as they did.

I hate to break it to you but it was still pretty much the same stock footage of Zordon. Command Center Zordon and Power Chamber Zordon they were still using David Fielding's stock footage for the majority of it
